Here we demonstrate high-yield fabrication of high-speed graphene electro-absorption modulators using CVD-grown graphene. We minimize variation in device performance from graphene inhomogeneity over large area by engineering graphene-mode overlap and device capacitance to ensure high extinction ratio.
