Their dynamics display quasi-localization of momentum, or quadratic growth of energy, depending on the arithmetic nature of the constant. Such purely classical features mimic paradigmatic features of the {\\it quantum} kicked rotor, notably dynamical localization in momentum, or quantum resonances.
