When $v \\equiv 1$ or $3 \\pmod{6}$, then $\\mu(v)=b$, so the decomposition of an $\\mbox{STS}(v)$ into partial parallel classes of size $m$ is equivalent to a $\\mbox{KSS}(v,m)$.
