First, we reveal a fundamental relationship between bit allocation in NVC and Semi-Amortized Variational Inference (SAVI). Specifically, we show that SAVI with GoP (Group-of-Picture)-level likelihood is equivalent to pixel-level bit allocation with precise rate \\& quality dependency model.
