Experimental measurements of Al CPW resonators show Q_i^{-1} of 3.64-8.57e-8 with TLS suppression at higher powers and a modified TLS model required for behavior below 60 mK.
These fluctuating sites can be excited by absorbing photons from the resonator, and eventually re- lax and re-emit phonons back into the resonator
